Why retender is a historical necessity for Polavaram?

Telugu Desam Party has been highly focussed on Goebbels propaganda against Andhra Pradesh CM YS Jagan and his associates from long time.

Even before he came into politics, many political cases have been filed on him using all the financial and administrative institutions by Nara Chandra Babu Naidu’s close associates in Centre and State. Finally, people saw the truth behind all those lies and the yellow media has been still trying to paint the same picture.

Latest target for their venomous attack is Polavaram project. Jagan Government has exposed the unfair practices that TDP Government has undertaken before 2019, in constructing Polavaram.

The tenders have been given to close associates of party and important people in the party, according to Nominations process. This delayed the project further and made it a cost burden.

Well, the project never had any issues in terms of budget as Chandrababu promoted saying that Centre Government has been trying to delay things.
Now, through reverse tender process, AP Government has asked for new tenders. The objective is to find the best effective way to reduce the cost but keep the quality intact.

A total of Rs. 2346. 85 crores have been fraudulently transferred to contractors from Government in the name of Project Head Works and Hydraulic Electric Power Plant Substation works. High profile committee specially applied by the Jagan Government to study the project works has given report accordingly.

Another Judicial Committee is working on the legal procedures that the previous Government has followed in calling the tenders and one more High Quality Committee with Engineers is looking at the quality of the works completed, till date.

All of them, are given November as the final date of submission for their reports, as it is flood period for the River. During this time, no one can really continue any works regarding the Dam.

August to November, every year it is observed as flood period and subsequently works are withheld this year, too. The AP Government through reverse tender process, is looking to move forward fast and find the contractors who give more importance to quality and also complete the project in time in lesser costs.

Already, Government like never before has been highly transparent regarding all the details.

Still, Chandrababu and TDP are trying to say that the Jagan Government is regressing all the works and trying to delay the project.

When Government is able to show such transparency in everything they do, why would they even try to hide any details? Why would Jagan de-rail progress of Polavaram, when Telangana Government is aggressively building Kaleswaram Lift Irrigation and Sita Rama lift Irrigation projects despite discrepancies?

A people elected leader will always work for people and their upliftment. Jagan is a live example of such a leader and NCBN, his yellow media and party workers can’t really digest that!

New headache for Ravi Prakash with Sanjeevani hospital

Now that Ravi Prakash is shorn of all his ‘magical’ powers and is enmeshed in legal wrangles and cases, the skeletons are tumbling out one by one. How Ravi Prakash guzzled up ill-gotten funds is now becoming public knowledge.
Questions are now being raised about a hospital that he had setup in collaboration with some NRIs. There are allegations that the funds collected for the project were diverted to his personal accounts. Sources said that Ravi Prakash, in association with NRI named Anand Kuchibhotla, have set up Raviprakash Sanjeevani Hospital in Kuchipudi.

This hospital had promised low-cost treatment to debilitating diseases and NRI assistance in the treatment process. Ravi Prakash reportedly collected huge amounts as donations using the TV9 Little Hearts platform. But, sources in the know accuse Ravi Prakash of siphoning off these funds into his personal accounts.

Both Ravi Prakash and Kuchibhotla went from door to door in Kuchipudi village requesting for financial support to the hospital. Sources say that the amount collected had remained shrouded in secrecy. They had allegedly promised those donating more than Rs 1 lakh that they would be treated for free by expert doctors from the US. But, recently, when one such donor recently got admitted to the hospital for heart complaint, he reportedly found to his horror that there were no specialist doctor available.

The donor reportedly passed away due non-availability of doctors. They have reportedly approached the police with complaint and furnished details of the bank transactions.

They also reported that they were promised tax benefits under 18 C of the IT Act, but have now found that the hospital is not exempted under the said act. Also, the promises of naming rooms and various departments after those who donated big amounts has not been carried out.
Locally, the donors, philanthropists and the general public are said to be talking about how they were duped and how both Ravi Prakash and Kuchobhotla have not been visiting the facility. There are fears and apprehensions among these donors that their donations have been diverted. Post Ravi Prakash’s arrest, Kuchibhotla organied a press conference in a hurried manner and showed the names of the donors on the screen. But, he did not give the list of the donors to the media persons.

This has only served to heighten the fears among the donors, say sources. They feel it’s high time that either Ravi Prakash or Kuchibhotla or both should come clean and clarify.

MEIL is gearing up to complete Polavaram in two years

With all the juridical and administrative hurdles cleared, the Megha Engineering and Infrastructures Limited (MEIL) is gearing up to complete the Polavaram Project on a fast track mode. The company is planning and pooling all its resources to complete this prestigious national project within a two-year timeframe. MEIL has experience in completing the many complex projects in the country in the specified timeframe. Now, with extensive engineering expertise, it has begun the project works with jet speed. In the backdrop of a rich experience of completing the most complex Kaleshwaram Lift Irrigation Project (KLIP), now it has taken up another prestigious national project – Polavaram. By completing within the stipulated time, the company has committed to fulfilling the Andhra Pradesh state’s dreams and benefits. The high court issued a green signal and lifted the stay on the construction of the Polavaram Project on 31st October.

Since all decks were cleared, the state government entrusted the Polavaram Project works to Megha Engineering and Infrastructures Limited(MEIL). The state government entered an agreement and set a two years deadline to complete the project. The Chief Minister YS Jaganmohan Reddy is particular about the completion of the project on war footing basis like Kaleshwaram project in Telangana. As the project works went on a snail pace in the past, he cancelled all the contracts and fresh tenders. He is ambitious about completing the project in two years. The project is intended to stabilising the ayacut and water supply for two crops in a year. The Bhoomi pooja performed by Mr Satish. DGM, MEIL at Spillway block No.18. The state water resources department executive engineer Mr Yesubabu also present at the pooja. The executive engineers Mr. Shekhar Babu, Mr Mallikarjun, Mr Sudhakarbabu, Mr Pandurangaiah and Deputy engineers Mr Rameshwara Naidu, Mr Balakrishna, Mr Laxman, Mr Yashodhara Rao, Mr Srinivas, Mr Shiva Shankar also took part in the pooja. Soon after the agreement Bhoomi pooja, the company will begin its works on 2nd November. On this auspicious occasion of Bhoomi pooja, the irrigation department officials and MEIL engineers and representatives participated.

Chief Minister of Andhra Pradesh, YS Jaganmohan Reddy cancelled the contracts and gone to reverse tendering for Polavaram headworks and hydropower station. In this process, MEIL came forward to take up the works with a 12.6 per cent less amount, i.e., Rs. 4358 crores. With this, the state government saved Rs 628 crores to the exchequer.  The state government invited the bid for Rs 4987 crores. MEIL is the sole bidder for the project in the reverse tendering process. MEIL is pooling all its capabilities to complete this multi-purpose project before the deadline.

The Polavaram Project is proposed to supply the irrigation water for 7.2 lakh acres, 960 megawatts hydropower generation and lifting 80TMC of water to the Prakasam Barrage on Krishna river. It also aimed to supply the 23.44 TMC of drinking water to Visakhapatnam. The project will solve the drinking water problem in 540 villages adjacent to the Polavaram Project.

MEIL already began the survey, mobilisation of resources, especially engineering staff and machines. As the flood is almost receded, it is easier to begin the works. The company wants to begin the main reservoir works and the hydropower station works simultaneously. Although there were some main reservoir works initiated, the hydropower station works did not take off. The hydropower station works are at the beginning stage only. In 2005, then chief minister YS Rajasekhar Reddy awarded the headworks, right and left canal works awarded as package wise. He was able to get all the required clearances for the project.

‘MEIL’s mark in Social Sector

Megha Engineering and Infrastructure Limited (MEIL) a giant in Engineering and Infrastructure development sectors, also showing its mettle in social sector development. Apart from focusing on providing critical infrastructures like drinking water, roads and sanitation facilities, the company is also enabling for the improvement of education and medical infrastructure, primarily focusing on cancer affected people; It is also trying to feed lakhs of people under a program called Bhojanaamrutham.

As part of corporate social responsibility, MEIL has adopted several villages in Telangana and Andhra Pradesh and providing a critical infrastructure in drinking water and health care sectors. It also provides mid-day meals to attendants and relatives of patients in various hospitals.  Special attention is being put on cancer effected children; the company is extending all the support to them. Apart from the needed medicines, it is also providing mid-day meals to these children. It has constructed an Oncology building with ultra-modern facilities for Cancer patients at Nizam Institute of Medical Sciences (NIMS), Hyderabad. To address the hunger issue of farmer’s families, it is implementing an innovative program named ‘Saddimoota’.

 

Village Adoption

Considering the fact that villages are a lifeline for the country’s progress, MEIL has extended its social services to rural areas so as to provide momentum for their growth. At a time when the public representatives are neglecting their own constituencies, MEIL has taken an initiative of adopting the villages in Telangana and Andhra Pradesh without any political agenda, just to lend support for the prosperity of rural people. It has adopted a number of villages and provides all the needed critical infrastructure that includes pure, safe drinking water.

Jamulapalli in East Godavari district of Andhra Pradesh is one of such adopted villages. By completing the modernization of two Over Head Tanks, with capacities of 20000 and 40000 litres each, MEIL has enabled each and every house of the village to get pure and safe drinking water. Company has adopted an ultra-modern technology called ‘Feral’ in this scheme that enables the supply of water with equal pressure to all the households.  MEIL established one 12 KV solar plant and two mineral water plants in this village.

In Dokiparru and Khaja villages of Krishna District, MEIL provided access to safe drinking water for all the households through a pipeline. It has constructed a Kalyana Mandapam and Temple in Dokiparru village; and also provided support for constructing the several individual toilets and street-level solar lighting system in this village.  It also supported in improving the roads, making the village as a model village.  In Khaja, the company addressed the public difficulties in accessing safe water; other infrastructures like roads and solar lighting system etc., have been provided to this village.

 

Piped LPG supply in Dokiparru

This village got the distinction as a first PNG village in entire South India. MEIL introduced a piped supply of LPG gas to all the households in this village from January 2019. With this initiative, local people are getting LPG at a low cost, in a very safe way.

 

In Telangana, MEIL has adopted Paspula and Muraharidoddi villages in Mahabubnagar District. Apart from improving the roads, arranging a solar lighting system, more than 250 Individual Toilets have also been constructed by the company in these two villages.

Nagalapuram and Ganjiguntapalli villages in Rayalaseema region of Andhra Pradesh have also been adopted by MEIL; school infrastructure in these villages is improved by providing Benches and Desks etc, apart from developing parks and constructing a Kalyana Mandapam.

 

‘Bhoojanamurtham’ in Hospitals

MEIL initiated this unique program to provide mid-day meal to the hapless patients and their attendants at various government hospitals. In the first phase, it started its operations at Nilofur Children’s Hospital and Osmania General Hospital in Hyderabad. In the second phase, this was extended to other government hospitals in Nizamabad and Bodhan.  Mid-day meal is being served every day to more than 400 people in each of these hospitals.

MEIL is also providing the best quality nutritious food to the child patients getting treatment at MNJ Cancer Hospital in Hyderabad. For extending help to children suffering from chronic life-threatening diseases, MEIL has been supporting a local NGO called ‘Pranam Foundation’  and enabling them to get better medical treatment. In Warangal District, the company is providing healthy food and other required things to the children suffering from HIV.  Through one of its innovative program ‘Saddimoota’, MEIL is feeding a number of farmers, farm labour and hamalis working at Market Yards of Siddipet, Gajwel and Ontimaamidi etc.

Ultra- Modern Oncology Building at NIMS

MEIL has constructed an ultra-modern Oncology building at NIMS with a total cost of Rs 5 Crores.  Here all the facilities are on  par with Corporate Hospitals. There are special wards like Emergency Ward, Leukemia Ward and separate wards for Women and Men, apart from consulting and resting rooms for all the Doctors, Nurses and other supporting staff. Facilities for ICU with centralized AC and sufficient Oxygen supply with a number of beds, lifts etc have been provided in this building. This new building was inaugurated on September 23, 2018, by the Health Minister Lakshma Reddy and Municipal Administration Minister Kalvakuntla Taraka Rama Rao.
